Local Law 126 (LL126) – Annual Parapet Safety Inspections
Effective January 1, 2024, Local Law 126 mandates annual inspections of building parapets that front public rights-of-way. This initiative aims to enhance public safety by ensuring parapets and their attachments are secure and well-maintained.

What Is a Parapet?
A parapet is the portion of a wall that extends above the roofline. Appurtenances like railings, antennas, lighting fixtures, or signage attached to the parapet must also be inspected.
Who Must Comply?
LL126 applies to:
- All buildings with parapets fronting a public right-of-way (e.g., sidewalks, streets), regardless of height
- Exemptions:
- Fully detached 1- or 2-family homes
- Buildings with a continuous fence or barrier preventing public access, if the barrier is ≥ ½ the parapet’s height
Inspection Requirements
- Must be conducted annually by a qualified individual such as:
- Licensed architect or engineer
- Bricklayer, mason, building superintendent, or similarly competent tradesperson
- Observations must include:
- Determining if the parapet is vertically aligned (plumb)
- Checking for cracks, loose bricks, displaced stones, or deterioration
- Verifying stability of parapet appurtenances (e.g., goosenecks, railings, telecom equipment)
Reporting Requirements
- Reports are not filed with DOB, but must be maintained on-site for 6 years
- Reports must be available by December 31st each year
- Must include:
- Address and ownership info
- Inspector’s credentials
- Description of parapet condition, materials, and any repairs
- Dated photographic documentation
Unsafe Conditions
If unsafe conditions are found:
- DOB must be notified immediately
- The owner must install public protection (e.g., sidewalk sheds, fencing)
